Water and Sewer Billing
Village is divided into two districts for water and
sewer billing purposes. Each district is billed bimonthly.
The
bills are mailed during the last week of the month and are due by
the 20th of the following month. If the 20th falls on a Saturday
or Sunday, the bills are due on the following Monday. Payments
are considered on time if they are physically received in the office of the
Director of Finance on or before the due date. Note:
Postmarks and/or the date on your check are NOT considered proof
of timely payment. Water and Sewer billing and rates are
regulated by the Wheeling Municipal Code, Title 13, Section
13.04 and 13.08. Water and Sewer Billing
Payment Options
1. Mail your water payment:
When mailing your payment, the Village must receive your payment
in the mail by the date it is due, regardless of when the
payment is postmarked. 2.
Drop Box:
Pay your bill by dropping your payment in the water
bill drop box at
Village Hall, 2 Community Boulevard. The water bill
payment drop box has been re-located to the west end of the New
Village Hall Complex. You'll find it in the west visitors' parking lot.
It is on a landscaping island with drive-thru capabilities.

3. Pay in Person at Village Hall:
Pay your water bill in person at the Finance
Department at Village Hall at 2 Community Boulevard, Wheeling, IL 60090, during normal business hours:
Mon-Fri 7:00 am- 5:00 pm
Closed Saturday and
Sunday and Holidays
Front Counter payment options: Cash, Check, Credit Cards.
4. Direct Deposit:
The Village offers direct withdrawal from your
checking account available for payment of water and sewer
bills. Click
here to download and print the form needed for direct
withdrawal. "Wheeling Direct" Pay makes it more
convenient for you to pay your bimonthly water and sewer
payments to the Village of Wheeling. How does it
work? Your bimonthly payment is automatically taken
from the account you authorize the bank to use, and the
money is directly credited to your water and sewer account
at the Village of Wheeling on the 20th of the month.
You'll continue to receive a statement for your records,
but you won't have to respond. "Wheeling
Direct" Pay will do it for you. The Village of
Wheeling is authorized only to receive the amount of money
that is due on your bimonthly water and sewer billing
statement. The "Wheeling Direct" Pay
system takes care of everything else. If you don't
like the service, you can cancel it with only 10 days
notice to the Village of Wheeling. All of this
information is explained to you on the application form.
So. . . . why wait? Get rid of the hassles of
check-writing and join the "Wheeling Direct" Pay program!
Simply fill in the form, and mail it to the Village of

5. Credit Card:
Pay your bill over the Internet by using your credit
card.

Please note: At this time our eGov
system does not allow for the "auto-pay" feature. We will work to incorporate this into future versions of the software. Currently, we can only accept one-time payments. NOTE: There is no additional charge to use
our eGov system.
Meter Reading
The billing for water and sewer service is based on water
consumption. Meters are read bimonthly. If a reading cannot be obtained, the bill
is estimated based on prior usage.

Late Payment Penalty
A ten percent penalty is added to the water and sewer bill if
the payment is not received by the due date. Per the Wheeling
Municipal Code, Title13, Section 13.04.230, the Director of
Finance may waive the penalty upon the request of an account
holder with a record of prompt payment for the prior two years.
Such waiver may not be granted more than once in any two-year
period.
Leaks
It is the resident's responsibility to detect and repair
any leaks in their water system. Unfortunately, even small leaks
can have a tremendous effect on your water bill. Residents are
encouraged to repair any leaks as soon as possible.
Water Restrictions
Non-essential water use (such as lawn sprinkling) is prohibited
between 12:00pm and 6:00pm from May 15 through September 15.
Your cooperation ensures an adequate supply to all water
customers.
Real
Estate Transfer Certificate
Effective August 1, 2005, anyone who sells or transfers
real estate must pay any water, sewer, garbage fees and
penalties related thereto in full before a Real Estate
Transfer Certificate is issued. The requirement to obtain
a real estate transfer certificate applies to all property
owners in Wheeling including condominium owners who pay for
water, sewer and garbage service indirectly through their
monthly assessments. Note: This requirement also applies to
re-finance, quit claim deeds, and transfer of ownership to a
trust. (Section 15.38 of the
Wheeling Municipal Code)

There is also a requirement for the seller to give the Village
of Wheeling seven (7) business days notice before the scheduled
closing to allow sufficient time to obtain a final meter reading
and issue the Transfer Certificate. Click

Final Readings
Residents moving into the Village need to contact
Carol at (847) 459-2607 to schedule a final reading and ensure proper registration for
water services. SELLERS should be prepared to provide their
forwarding address and the final reading date. BUYERS must
provide new resident registration information.
If registration is incomplete, water
service may be discontinued.
SWANCC
Effective March 1, 1997, all residential units in the Village,
including multifamily apartments and condominiums, are being
assessed a SWANCC "debt service" charge of $1.35 per
month. This charge is a fixed cost (primarily bond principal and
interest payments) of the SWANCC disposal facilities. This
charge is being collected via water and sewer billing to ensure
a fair and equitable distribution of the Village’s total fixed
financial obligation to SWANCC.
