Flooding - Community Rating System

The Village of Wheeling has been a member of the National Flood Insurance Program's (NFIP) Community Rating System (CRS) since 1992.  The CRS program is a voluntary incentive program that recognizes and encourages community floodplain management activities that meet or exceed the minimum NFIP requirements.  The CRS measures the Village’s activities relating to the floodplain and rewards communities which have strong floodplain ordinances and who take a proactive approach against flooding.  The CRS assigns credits to a variety of activities taken to ensure appropriate floodplain management measures are implemented.  Credits in the CRS program are totaled and put into classifications with 'Class 10' being the lowest classification and 'Class 1' being the highest.  The Village first achieved a Class 9 rating upon its initiation into the CRS.  Since 2006, the Village has been a Class 7 community.

Residents who purchase flood insurance for structures located in the floodplain are currently eligible to receive a 15 percent discount on their flood insurance premiums under the Village’s Class 7 rating.  Structures located outside of the floodplain receive a 5 percent discount on premiums.  Preferred Risk Policies do not receive discounts.  As of August 2009, there were 820 NFIP policies in the Village with a total annual premium of $871,501.  An average floodplain policy in the 100-year floodplain costs $1,122.00 annually.
