The Village of Wheeling utilizes heavy duty wheeled carts.  Each residential dwelling unit has been assigned one (1) 96-gallon cart for refuse and one (1) 64-gallon cart for recyclables. A residential dwelling unit is defined as any single family home, townhome or multi-family home containing four or fewer units.  Requests for containers or replacements, if damaged, must be made through Waste Management at (800) 796-9696.  These carts are the property of the Village of Wheeling and are not to be removed from the residence.
 
Important General Guidelines

All carts and materials must be placed at the curb for collections no earlier than 5:00 PM the day before scheduled collection but by 6:00 AM the day of scheduled collection.
All refuse must be placed inside the refuse cart with the lid completely closed for appropriate collections.  
All empty carts or any refuse materials that were not collected must be removed from the curb by or before 8:00 AM the day after scheduled collections. 
On days other than collection days, carts along with bulk items shall be kept in the garage or adjacent to a principal structure within the side or rear yard of any lot.  No waste or carts can be stored in front of principal structure or within the front yard are of any single family lot.
 
What Can I Recycle?
 
The Village of Wheeling encourages residents to reduce, reuse and recycle.  The following are items for recycling.  All recyclable materials should be rinsed free of food.
 
Please do not mix household refuse with recyclables in the recycling cart.  Mixed refuse in recycling carts will not be collected.  Also, please do not place recyclable materials in plastic bags.
 
Metals:
     Aluminum cans, foil, formed containers
     Steel or tin cans
     Empty aerosol cans
     NO scrap metals
 
Glass
     Bottles and jars only
     Brown, green and clear glass
     NO mirrors, window glass, Pyrex dishes, or light bulbs
 
Plastics (All recycling codes can be numerically identified in a triangle on containers)
     #1 (PET, PETE)
     #2 (HDPE)
     #3 (PVC)
     #4 (LDPE)
     #5 (PP)

Such codes apply to:  plastic soft drink, water, and sports drink bottles; milk, water, juice cosmetic, shampoo or laundry detergent bottles; yogurt or margarine tubs; peanut butter, pickle, jelly or jam containers; plastic flower pots; plastic plates and trays; deli containers, egg cartons, six and twelve pack rings; empty baby wipe containers; plastic cups; cosmetic containers; empty medicine bottles; compact disc jackets; etc.
 
     Paper (No food or contaminated paper)
     Newspapers:  all inserts accepted
     Magazines & catalogs:  glossy and non-glossy
     Telephone directories
     Brown paper bags
     Paperboard (chipboard):  cereal boxes, tissue boxes, pasta boxes, clothing boxes, frozen food boxes, beverage carriers
     Junk mail:  flyers, post cards, brochures, greeting cards, window envelopes, advertisements
     Mixed paper:  stationary, post-it notes, typing paper, notebook paper, computer paper, bond paper
     Cardboard:  corrugated cardboard must be flattened into 2’ x 2’ squares.
 
NO automotive parts, motor oil, anti-freeze, pool chemicals, or hazardous waste containers accepted.
 
Yard Waste/Landscape
 
Yard waste, or landscape waste, collections begin on April 1, 2011 and continue weekly through November 30, 2011.  It includes grass clippings, leaves, weeds, trimmings, branches and twigs.  It does not include flower arrangements, pumpkins, bales of straw/hay, cornstalks, dirt, landscape stone or rocks, pine cones or sod.
 
Single-family residents are reminded that yard waste must be placed in biodegradable 2-ply Kraft paper bags or in a rigid 32- gallon container clearly marked with a red “X” around the body of the container.  Bags and containers must not exceed 45 pounds in weight.  There is no limit to the number of bags or containers.  Yard waste in plastic bags or cardboard boxes will not be collected.  All yard waste must be placed at the curb for collection by 6:00 AM the day of scheduled collection but not before 5:00 PM the evening before scheduled collections. 
 
Please note:  Yard waste services are not provided to condominium and townhome units.
 
Brush:
Branches, or tree limbs, must be bundled and tied with biodegradable twine or string.  Branches or limbs that are bundled must not exceed 2 inches in diameter and must not exceed 4 feet in length.  Bundles must not exceed 2 feet in diameter and not weigh over 45 pounds. There is no limit to the number of bundled brush.

Appliances/White Goods
 
In 1994, a ban was placed on the disposal of appliances into Illinois landfills.  Therefore, appliances, or sometimes referred as white goods, are required to be collected separately and disposed properly.  Appliances include ranges/stoves, microwaves, washing machines, dryers, air conditioners, refrigerators, freezers, furnace, hot water heaters, dehumidifiers, water softeners, trash compactors, and dishwashers.
 
If the appliance is in good working condition, residents may consider donating the appliance to local charities or organizations.  Many local appliance companies will also collect and dispose of old appliances free of charge with the purchase of a new one. 
 
Residents, who require the collection of an appliance, are required to contact Waste Management at (800) 796-9696 to schedule a collection.  Collection of appliances will occur on regularly scheduled collection days, unless resident requests a special collection.  Charges apply and full payment is required prior to collection.

Bulk Items
 
Residents may place one (1) bulk item a week at the curbside at no additional charge.  Please place bulk item at the curbside on regular scheduled collection day.  Bulk items include bicycle, table, chair, television (weighing up to 45 lbs), mattress, box spring, etc.
 
Carpeting may be taken in lieu of a bulk item.  Carpeting will only be accepted if there are four (4) rolls and follow requirements:  carpeting must be rolled, taped or tied with string and should be no longer than 4 feet in length and no wider than 2 feet in diameter.  Rolls must not weigh more than 45 lbs each.   
 
Residents with bulk items in excess of one item must contact Waste Management directly to arrange for a special collection, or to order a dumpster.  Charges apply and full payment will be required prior to collection. (Household) Construction Debris
  
Residential household construction debris (at-home small remodeling projects) that includes paneling, drywall, flooring, etc. requires a special collection and must be arranged with Waste Management.  Debris must be contained in 33-gallon containers or plastic bags.  Containers and bags must not exceed 45 lbs in weight.   Debris (such as flooring) can be bundled but cannot exceed 45 lbs in weight and 4 feet in length and no wider than 2 feet in diameter.  All nails must be removed.
 
For larger construction projects, as well as concrete, gravel and dirt, a dumpster must be ordered through Waste Management at (800) 796-9696.
 
Holidays
 
Waste Management observes the following 2011 holidays.  Collection services will be delayed by one day if the holiday is on a weekday.  Holidays that are on a weekend do not affect collection services.

Holiday Tree Collection
 
Non-artificial holiday trees are collected at residential curbsides during the first two weeks in January of each year at no additional charge.  All decorations, stands, etc. must be removed from trees in order to be collected.  Please do not place trees in plastic bags.  Trees that have decorations, in stands, etc. or in plastic bags will not be collected.
 
Rates
 
On March 2, 2009, the Village of Wheeling approved an extended five-year exclusive franchise agreement with Waste Management for the collection of residential refuse, recycling and yard waste/landscape waste.  This extended agreement came into effect on June 1, 2009.

25% Senior Citizen Discount:  For households composed of one or two senior adults where at least one member of the household is age 62 or older and is the primary home occupant.  The discount is limited to a two (2) person household with one (1) or two (2) seniors.  Please go to http://www.wheelingil.gov/ReferenceDesk/FormsAndPermits.htm#Finance for an application and required information. 
 
In cases where services are handled through a homeowner’s association, Waste Management bills the association directly.
 
Senior Discount Rates
 
Senior citizens, in single family dwelling household with one (1) or two (2) senior adults, where one is age 62 years or older and the primary home occupant, are eligible for a reduced refuse rate.  The reduced rate shall be twenty-five (25%) less than regular rates.  The discount is applied per household, not per senior.  To qualify for a reduced rate, senior citizens must complete an application and attach a copy of their driver license, state identification or birth certificate with the application.  A copy of the most recent Waste Management bill with name, address and account number is also required.  Once the application is approved by the Village with all supporting documents, Waste Management will adjust the account to reflect the discount in the next billing phase.  After a senior citizen is approved, there is no need to re-apply each year.
