Village Engineer Starting salary: $76,563 with range to $108,086 DOQ.

The Village of Wheeling is seeking a Village Engineer to assist with supervising all activities and personnel related to large and small engineering construction and repair projects, including planning and design of these projects.  Administers the Capital Improvement Projects (CIP) and Motor Fuel tax (MFT) program and budget, and also the Community Rating System (CRS) of the National Flood Insurance Program (NFIP).  Implements the subdivision control ordinances, floodplain regulations, storm water management codes, rules and regulations, and also design and construction specifications, including the permitting aspects for various projects.  Working knowledge of personal computers and standard spreadsheet, word processing, and database applications.  Knowledge of CAD and GIS systems desirable.  Thorough knowledge of moderate to complex civil engineering principles, practices, and methods as applicable in a municipal setting, including the ability to read and interpret engineering plans, specifications and technical drawings. Thorough knowledge of surveying, construction methods and materials, land use and construction regulations, etc. Excellent communication and public relations skills also required.
 
Qualified individual must have graduated from an accredited four-year college or university with a bachelor’s degree in civil engineering or equivalent; a minimum of four (4) years of civil engineering/municipal engineering experience or an equivalent combination of education and experience, a registered Professional Engineer in the State of Illinois and have a valid Illinois driver’s license.  Starting salary: $76,563 with range to $108,086 DOQ.

Accountant Starting salary:
$54,337.00 DOQ

Seasonal Planning Intern Community Development Dept. $11.00 - $13.00 per hour

The Village of Wheeling Community Development Department is seeking a Seasonal Urban Planning Intern (up to 37.5 hours per week Monday-Friday, June through August) to provide support and assistance to the Planning Division of Community Development in research, report preparation, data gathering and planning issues with special emphasis on long term development proposals, the Zoning Code and the Sign Code; and various office functions.  Reports to the Village Planner in the Community Development Department.
 
The successful candidate will assist in the development and recommendation of comprehensive long range plans for proper growth and development of the community’s land, facilities, and services; provide staff support to Plan Commission and other boards and commissions as assigned.  Includes preparing back up material, researching problems and preparing reports as requested by staff and/or boards and commissions; review project proposals, including major site plan changes, planned unit developments, special uses, subdivision petitions and variances; research, develop and carry out special plans, programs and projects as deemed necessary from time to time to accomplish short-term Community Development goals and objectives; perform other tasks and duties as assigned.
 
Requires enrollment in a Bachelor’s Degree program in Urban Planning, Geography, Architecture, or related field; knowledge and experience in computer systems, preferably Microsoft Office; a valid State of Illinois driver’s license.  This position pays $11.00-$13.00 hour.

Part-Time Temporary Engineering Technician/Inspector - Community Development $10.00-$12.00 hour

The Village of Wheeling is seeking a Part-time Temporary Engineering Technician/Inspector (20-25 hours per week, Monday-Friday, June to September) to assist Engineering personnel with field inspections of construction work; surveying work; providing various technical support to the Capital Projects & Design Division of the Public Works Department as well as the Engineering Division of the Community Development Department.  Responsible for ensuring that all utility, roadway and appurtenant municipal improvements are properly permitted and completed in accordance with approved plans and conform to all Village, State, and other applicable codes, regulations, and engineering standards.  Reports to the Village Engineer in the Community Development Department.
 
Requires high school graduation or its equivalency, with two years college level training in civil engineering, construction technology, or other field closely related to the duties and responsibilities from an accredited college/university; two-year degree highly desired.  Thorough knowledge of basic civil engineering principles, practices, and methods, as applicable in a municipal setting, including the ability to read and interpret engineering plans and technical drawings; working knowledge of personal computers and standard spreadsheet, word processing, and database applications. Knowledge of CAD and GIS systems desirable.  Thorough knowledge of materials used in all phases of watermain, storm and sanitary sewer, roadway, and other public works construction as well as proper construction and testing methods of utilities, paving, excavation, and backfill plus excellent written and verbal communication skills and a valid State of Illinois driver’s license.   This position pays $10.00-$12.00 hour.

Seasonal Engineering Intern -Community Development $11.00-$13.00 hour

The Village of Wheeling is seeking a Seasonal Engineering Intern (up to 37.5 hours per week Monday-Friday, May through August) to assist Engineering personnel with surveying, inspections, calculations, office functions, errands and other various functions; perform technical drafting and graphics work; assist with the preparation of various engineering documents; verify data in field as necessary; assist inspectors as needed and perform related work.  Reports to the Village Engineer in the Community Development Department.
 
Under the general supervision of the Village Engineer, the successful candidate will assist in survey and data collection and simple research; assist with filing, records, drafting and assorted documentation; perform simple engineering inspections; assist in drafting detailed construction drawings, graphs charts, exhibits, topographical profiles, related maps and specification sheets; assist in the plotting of maps and charts showing profiles and cross sections; perform other duties as assigned.
 
Requires high school graduation or its equivalency, supplemented by college level coursework; any job related experience that provides for the minimum requirements of skills, knowledge and abilities as set forth above; experience in computers and drafting used in development of engineering plans desirable; principles and methods of cartographic drafting, visual design and graphic illustrations are desirable; introductory experience with mathematics, building materials, engineering practices, construction techniques and the physical sciences a plus and excellent written and verbal communication skills.   This position pays $11.00-$13.00 hour.

Seasonal Municipal Inspector -
Community Development
$10.00-$12.00 hour

The Village of Wheeling is seeking a Seasonal Municipal Inspector (37.5 hours per week with some weekend hours, May through August) to perform property maintenance and municipal code enforcement.  Reports to the Municipal Inspectors in the Community Development Department.
 
Qualified individual must have a high school diploma or equivalent and the ability to understand property maintenance and zoning codes, municipal regulations and construction drawings; basic knowledge of personal computer operation, plus a valid Illinois driver’s license.  Excellent communication and public relations skills also required.  This position pays $10.00-$12.00 per hour depending upon experience.
